The county council of Constanta with the county council of Tulcea, belong to the old province of Dobrogea, situated on the occidental bank of the Pontus Exinus (Black Sea).

The history of the cities and villages of this province dates back to the Antique Greece. Dobrogea is the oldest inhabited area in Romania: Tomis (Constanta now) celebrated in 1991, its 2500th anniversary.
